Stress on food funds for Northeast - Union minister upbeat

The Centre today said it would push for better utilisation of schemes for food processing industries in the Northeast but hinted that the onus of implementing the centrally sponsored schemes lay on the states.

“The utilisation of the central schemes for food processing industries in the Northeast has been less than 50 per cent. However, our ministry has in the past five months ensured as much as 50 per cent utilisation,” Union minister for food processing industries Harsimrat Kaur Badal said during an interactive session organised by the Indian Chamber of Commerce here today.

Under the National Mission on Food Processing, the states have the liberty to use their share of funds, be it on food processing, skill development or setting up cold storage, the minister said.

“They can also requisition additional funds once the allocated funds under a scheme are utilised. So the more they use, the more they get,” she said.

The minister said she had asked the state national mission directors of the region to ensure that the funds under the central schemes are properly utilised.

She called upon investors and entrepreneurs in the Northeast to avail of the facilities in the mega food park coming up in Nalbari district.

“Our government plans to set up food parks in all the districts in the next five years to reach out to the farmers. In fact, we have taken up the mega food park scheme in a big way to ensure zero or minimum wastage of what is produced and that the farmers get their due. This will ensure that there is availability and the prices remain under control,” she said.

The Northeast, the minister said, is the future of India as far as organic food is concerned. “Organic production has a huge national and global market and only the Northeast has the potential to meet this demand,” she said.

“At the same time, the states must ensure that every farmer household is like a self-help group, where the father produces, mother processes and children market the items,”
Badal said.


Industry body Finer, during the course of another interactive session here, submitted a memorandum to the minister requesting the Centre to address issues regarding uplift of the food processing sector in the Northeast.

''I am happy to inform you the North East Food Processing Industry is part of Prime Minister Modi's 'Make In India' mission'', she said.

Badal said this was her maiden visit to the North East and ''I am here to hear from the industry captains, entrepreneurs, growers of the food processing and allied sector and address their issues''.

''I was surprised to find very little utilization of funds when I took charge of the ministry but in five months I have ensured use of 50 per cent funds in a proper way'', the minister added.

She urged entrepreneurs to make maximum use of the National Mission on Food Processing.

Mega Food Parks have been conceptualized with all common infrastructure of a food processing industry under a hub like the North East

Mega Food park in Tihu and ''our Government plans to set up food park in all the districts in next five years'', Badal said.

She also expressed concern on food waste in India and emphasized on the need for scientific and proper use of the infrastructure.


''Farmers are the future of Food Processing Industry and our ministry will ensure that food grown and produced reach consumers without wastage. This is what I call 'Khet to Thali' and we are committed to it'', she added.

NE India urged to focus on organic farming

In an interactive session titled “Towards formulating the action agenda for the betterment of the North Eastern Food Processing Sector “hosted by Indian Chamber of Commerce (ICC, Union Minister for Food Processing Industries, Harsimrat Kaur Badal said today that Northeast region should focus on producing organic farming.

She said, “Organic production has a very huge national and international market today and only North-eastern region has the potential to meet this demand through organised production. I am happy to inform you that Food Processing Industries in the North East is part of PM Modi’s ‘Make in India’ mission.”

Badal was on her maiden visit to the region. Calling on the entrepreneurship to make maximum use of national mission on Food Processing, Badal said, “Mega Food Park is conceptualized to have all common infrastructures of a food processing industry under a hub like the North East Mega Food Park in Tihu and our government plans to set up Food Park in all the districts in next five years.”

Raising concern on the food waste in India, the minister emphasized on scientific and proper use of the infrastructures like Mega Food Park and help the farmers and growers in a right way.

She said, “Farmers are the future of food processing industry and our ministry will ensure food grown and produced reaches the consumers without wastage that is what I call ‘Khet to Thali’ and we are committed to it.”


Badal too met the State Mission Directors of the North Eastern Region on the progress of the projects under NMPI. J P Meena Additional Secretary MoFPI addressed and made a detailed presentation on NMPI schemes for North East.

The session took place in Guwahati on Tuesday, and was organised by the Indian Chamber of Commerce (ICC). The minister said that organic production had a very huge demand in both the national and international markets, adding that only the north-eastern states had the potential to meet this demand through organised production.
“This is my maiden visit to the north-east, and I must thank ICC, the most proactive chamber in eastern India, for facilitating thisexclusive interactive session with you this afternoon. I am here to hear from the industry captains, entrepreneurs, growers and entrepreneurs of the food processing and allied sector and address the issues,” Badal said.

“I was surprised to see very little utilisation when I took over the ministry. In the past five months, I have ensured the use of 50 percent funds in a proper way,” she added. Calling on entrepreneurs to make the maximum use of the National Mission on Food
Processing (NMFP), Badal said, “Mega food parks have been conceptualised to have all the facilities of a food processing industry under one hub.”

“One of them is the North-East Mega Food Park in Tihu. Our government plans to set up food parks in all the districts over the next five years,” she added. Expressing her concern about the fact that the food wasted in India is almost equivalent to the consumption in the United Kingdom, she emphasised on the scientific and proper use of such facilities as mega food parks and help the farmers and growers in a right way.

J P Meena, additional secretary, Ministry of Food Processing Industries (MoFPI), made a detailed presentation on NMFP schemes for the north-east. Sanjay Budhia, past president, ICC, delivered the welcome address, and Reedhima Thackkar, chairperson, Agro and Food Committee, delivered the keynote address.
